By 2001, the Independent Television Service (ITVS) had led a decade of supporting independent television creators. Despite its success in delivering diverse, award-winning content to PBS, it was facing multiple hurdles: funding risks; changing political landscapes; and the complex task of balancing filmmaker, PBS, and audience needs. While criticized for constraints on film duration, content choices, and representation, ITVS remained committed to programming that would spark conversations and community engagement, striving to refine the perception of documentaries beyond primarily education.
